Within the Third Party Missions (TPM) programme, the European Space Agency (ESA) provides Earth Observation data from non-ESA missions to EO users. Access is provided following approval of a project proposal submitted by a user.

Each TPM data provider has a set of Terms of Applicability, which describe:

• Essential information about data ordering (the available product types, the minimum order size, etc);
• Data Accessibility Conditions - regarding the eligibility of which countries may request the data
• Information about assignment and usage of quota.

Several TPM datasets are not open to all countries, as the data provider may have constraints related to the PI's country of residence instead.
